Firewall turned off/ cant open ports

1. I do not have router. I use modem from my ISP as router. so i cant access that panel 192.168.0.1

2. I have windows firewall turned on, and both inbound/outbound:
- allow all connections
- allow all FTP rules
- allow 21 UDP, TCP ports
(PS i also turned it off for a while completely but still didnt help)

PS2. I have static IP.

now i press listen to port and seems it can listen to 21 UDP port but ftp uses TCP port. to 21 TCP i cant.

I also used some sites like "canyouseeme.org" but it says all my ports are blocked.

I dont have antivirus.

Help?

I always had this issue with this ISP before i had router and different modem but couldnt open ports anyway. I used some application that created new IP for me and opened ports there but i dont remember its name ffs.
I found using UPnP in software and on my router configuration didn't actually work so I manually forwarded my ports and that solved my issue regarding remote desktop and FTP access outside my home network. My advice would be to buy a cheap router, you can get a really good old linksys router for £20 these days. I personally like older netgears with the leather coating because they have many options.

So to clarify, you're using an old style modem that you need to connect into the router via ethernet cable but you are using said ethernet connection to connect to the server? In this case I'm not sure how you'd go about port forwarding, but I'm certain that's the issue if your firewall is turned off. I also turn my firewall off, it's the first thing I do on Windows systems as it likes to get in the way. If you need a temporary file sharing solution I'd suggest TeamViewer which automatically detects if the host and client are on the same LAN and so works dynamically via LAN/WAN.

i dont have router. its kind of 'new modem'
If I'm not mistaken, some ISP's block port forwarding with the obvious exception of 80 and whatever else they deem necessary. Who is your ISP? Are you on a home network?
This signature is for sale.

I tossed my ISP router/modem combo and bought my own that was compatible with their network. I would suggest that you do the same if that is an option for you. I haven't really come across an ISP that doesn't let you do that. At least in America, any way.

but if my isp blocks them then router wont help

(i had router with this ISP in the past and opening ports on router panel didnt change anything)
