How are the neighbors playing the music? Like they have an actual Radio hooked up with some subwoofers? Or is it hooked up with something like Amazon Echo, Apple HomePod, or Google Home? If its one of these, you can try to crack the WEP/WPA password and always login on the router and just block that MAC address from being able to be logged in.

Otherwise you kinda don't have much a choice but to accept it.
