Just curious, I haven't really looked into it. Does .NET core require you to download it to run an app made with it(dependency)? Also, is their a GUI framework for it, winforms?

A .NET Core assembly can be compiled and shipped with the lightweight framework dependencies required for it too run. This means that it can run on a machine that does not have any form of .NET Core dependencies. As for WinForms with .NET Core, that would defeat the purpose of .NET Core being cross-platform as WinForms was designed only for Windows. If you want WinForms you might as well just go with the .NET Framework.
