When I click on a software or program, it will not open. The window chim will play and nothing will happen.

For example, when I click on google chrome, the chim will play and nothing else will happen.

Any ideas? This is a new laptop

Check task manager to see if the processes are running or not. Also check your resource usage to make sure there isn't bloatware causing 100% disk usage or something like that.
