Don't know where to post this question. There is a non-upgraded member who was scammed in a CE, and I happened to see their scam report. Currency exchanges should be required to be linked to a contract. The scammer in this case intentionally avoided using a contract during a CE.

(Short Description)
I messaged frutk to sell bitcoin to him, he bought 100$ from me with a contract, then asked if I wanted to sell the rest(160$) I accepted but he wanted to do with without a contract, as the newbie I am I assume it will be fine considering we previously made a deal. I sent him the bitcoin but he made an excuse that he cannot access PayPal and never replied back to my messages.
Description/Proof (Sorry for all the links you will be seeing)
I messaged frutk to see if he was interested in buying Bitcoin from me. He accepted and said that he will buy $100 worth which went well here:

As the newbie I am at this site he asked if he asked if I wanted to exchange more. I accepted because I had $150 worth left.

I replied back and so did he.

He made the suggestion to do without a contract, I thought about it and agreed I assumed him to be a trusted person considering his Rep and that we previously completed a deal with $100

I tell him that I will send it after he replies, he does so with another bitcoin address. So I send the bitcoin to that address.

I do so and give him the TID: 8685f7d8fa6302131d105ff628107e4cb66378a825d286354f8b1245a5bf1826

Then the last message I receive, he replies with:

I never received the money and frutk never replied back, he also hasn't posted anything in the past 4 days.
The scammer however did not use contracts whist engaging in a currency exchange. Contracts should be required for CE's. Therefore shouldn't the scammer should be banned? In the spoiler above, you will see the scammer admitting to not using contracts in the picture, link under the yellow text. Picture proof here: www.gyazo.com/6e567b6a98c566250404422864fa023a
Let's get these scammers off the internet.

Didnt read all but, no he shouldnt be banned because its the fault of the scammed, now the deal dispute is invalid and nothing can be done.
No, he shouldn't, even if he should, you don't need to make a thread about it. A staff will check the dispute thread.
