1) You make an German adwords account and change your language.
2) Fill in the required identity information.
3) Choose IBAN Payment/Bank Payment/Automatic payments (Only works in certain EU Countries)

Check Nulled they even own big groups regarding this method lol
The method is legit, it's just using IBAN system for EU countries.

Not hard to understand lol research if you don't believe or just try
