I mean, it's not a dedicated service or anything, but you could always do it yourself using this:

You can find mass-mailer services online for purchase. as well as email leads (mailing lists). Just do a quick google search.

You can also Google Leaf PHP Mailer. Its free but you need to host it yourself.
