Gave him the benefit of the doubt to send my bitcoin for his AGC first and he completely Ghosted me.
The rate was 70% in Bitcoin for his $270 AGC. He stopped replying after I sent the bitcoin to his address.
I just found out he scammed in the past before and he used the excuse of his account being hacked (TWICE). How he is not banned
I don't understand. I lost $190 and he took advantage of me being a new member.

This wont get resolved. Something seemed up when i PM'd him. He completely ignored my messages as soon as i brought up a MM/he goes first. Looks like an exit scam, sent him a couple messages and he kept reading and ignoring. Sorry for your loss OP, i dont think you'll be getting it back.
