Not as popular as it was. If you want to bet on competitive matches you're better off using a real gambling site with a good E-Sports coverage.

As for skins... I'm not sure if that's allowed anymore.

In terms of skins, it's no-where near as popular due to threats handed out by Valve in addition to the trade ban. It's become very popular on real betting sites with official dollars however.

Vale have made skin betting really hard with the trade ban, but there is some ordinary/well know betting site where you use cash instead of skins that works great, we wrote an article about it if you wanna check it out:
