Hello all! I'm SpacePaxel? I just want to know I Created a modpack for 1.7.10 and i wanted to be able to give people capes or myself a cape that everyone else can see! How do i do this?

With Spigot? Particle effects/textured elytra is as close as you're going to get.
Otherwise it's not possible without using Forge, Optifine, or actually having a cape.
