Google Cloud has a good mail API for everything you want to do with emails, you should look for it.
Option with sending emails from txt file is really simple. You just need to open this file in python and put content in variable.

Do the emails have to be of a specific domain? I know ways to do it from emails that are like "[email protected]".

You should more worry about the service you're using as an SMTP relay because many email providers will only allow a limited amount per day. It's not a super small amount but usually 100-200 or so.
Sending the emails can be found in a million tutorials.
