So I'm doing a bit of research on the EMV chips that requires CHIP+PIN if u live in EU and CHIP+SIGNATURE for the US so my question is when you got a blank EMV chip card can u change the pin that's on the card and also put your own info on it I got most of the tools (Embosser - MSR - Omnikey3121)

yes you can but thats only if you have a dump without pin info and the ATM is a offline Atm meaning it dont verify with bank for pin but check with card and pin number you entered match if its offline and the pin matched what you put on the card then you can cashout

You need a RFID reader/writer and the software to read and modify the data.
