I doubt that everyone here goes out and spends what 30 grand or so on tools and especially when buying a code signing certificate seems to be a real pain in the wallet. There are PoCs of bluekeep which you probably can weaponize, I would suggest you setup VMs and start that exploit development, it's free and will teach you more than trying to find a piece of software which has an exploit you are looking for meanwhile lots of other exploits or tools are not being used.

It runs on any Linux with python 2.7 installed. You can run it in Windows or Mac if you want. Visit CANVAS site to get install instructions and dependencies.
