The banner ads that dont appear for upgraded members, if I'm an affiliate of a service that compliant with forum rules/policies. Can I use my referral link to the service so I get a commission when I pay for a banner ad on hackforums?

I don’t see why would that be a problem. Referral links must be in referral forum if you have a thread. You can’t really move a banner ad to a referral forum, can’t you? :)

It was a blast being on staff. I stepped down as it's time for me to move on. I wish you all the best and if you were hit by my warnings and/or bans, it was nothing personal.

Peace out!
