Basically the person hosting the lottery as I take it gets a certain amount of the pot; Is it allowed for a person to host a member contest; and offer a portion of the house prize to the winner of the drawing, and to enter a user needs to wear the signature until the contest has ended, and post on the thread? 🤝

Use the lotteries normally. If you want to do any other Bytes related giveaways then you have to manage it yourself.

And the "Starter's Cut" is optional and they can set that percentage. However, the actual "House Cut" (10%) that HF takes for each lottery is not optional. Those Bytes are removed from circulation.
