It's a development framework which is supposed to make life easier for you when programming in PHP. There are other frameworks out there like symfony and laravel, both are more popular so that's something to keep in mind in regards to employment. In any case be sure to read the documentation:

It's possible to make something like "Runechat" in almost any programming language or web framework.
Anything you can do in PHP you can do in CodeIgniter, it just makes things quicker and easier.

But as already mentioned it's pretty outdated, I would personally prefer Laravel.

I support Chronos on his statement. However, if you are starting with PHP framework and for a small project, Codeigniter should do it.
