"Unlimited Interception System" (ULIS) by Ability Inc.

Pegasus was the software used to exploit WhatsApp, by injecting malware into phones via a remote-exploit bug in the WhatsApp Voice over IP calling functions.  

Excerpt: "A Wired report noted the attack was able to inject malware via calls to the targeted phone, even if the user did not answer the call. On October 29, WhatsApp filed a lawsuit against NSO Group in a San Francisco court, claiming that the alleged cyberattack violated US laws including the Computer Fraud and Abuse Act (CFAA). According to WhatsApp, the exploit "targeted at least 100 human-rights defenders, journalists and other members of civil society" among a total of 1,400 users in 20 countries."

No doubt the work of the Mossad hacker unit "8200".

ULIS is capable of unlimited spying from anywhere in the world, without the need of the device or being in range of cell towers (allegedly).

Excerpt: "ULIN enables interception of voice calls, SMS messages and call-related information of GSM/UMTS/LTE phones, without the need to be close to the intercepted phone and without the consent of mobile network operators [emphasis by FORBES] and requires only the mobile device’s phone number or IMSI.

This capability is far more advanced than that of IMSI-catchers (widely known as StingRays), currently used by police departments in the United States. IMSI-catchers can help acquire a target's IMSI number, as well as snoop on mobiles, but only if the target is within range.

Ability’s service - the sole licensee from an unknown third party - exploits a weakness resident in SS7, the Signalling System No. 7, which is a core part of the world's shared networking infrastructure that helps route calls between different carriers and switching centers."

Both Israeli made software. Both used by Unit 8200. Pegasus cost $7-$8 million. ULIS cost $5 - $20 million.
