I have successfully uploaded a b374k shell into a VPS and I can upload any shell I want to this server, and I'm able to access the server content, so is there a way to make a public and private key and upload the public key to the server so I can logging using putty or winscp ?

Depending on what your web shell is running as (IE it may run as admin / root) you may be able to simply send the commands to create a new user account and then just sign into that.
EDIT: OP will simply insult you if you don't help him, if anyone else is reading this don't even bother to reply to him.

i cannot access the root files at all but other files i can, also some file I cannot change or remove...
