I haven't seen the actual "stuffs" inside deep web. Yes, i've browse bit by bit but stopped afterwards(the connection speed seems just too slow). DW is really not my interest.
So, generally speaking, what's the BIG difference between clearnet hacking forums and deep web hacking forums?

If you haven't taken the time out to do any kind of research or actual hands-on experience with both of them to see the difference(s) yourself, then I believe that's on you. The titles given for each is a clear indication of a difference all by itself.

Exactly this. HF doesn't allow anything illegal to be discussed, or doesn't let you offer carding services. Deep web forums aren't hindered by legality in any sense.

Clear net = whatever you can find on here. From the average skid up to the 'blackhat' masters.
Deep web = a level higher security, a few levels higher at hacking, sometimes skids, but most likely not.
Dark web (illegal / dark side of the hidden web aka deep web) = be careful. Every click at the wrong site can turn into a big game of blackmailing with you as the main character. People can trace you, haunt you, turn you into a lunatic and you can't even find 1 IP back to the master-mind behind it.

I just think you should be around the people who are your level or just 1 step above you. Never play with the professionals if you just started the game. This is what I learned from other people's mistakes.

Clearnet forums like HF you won't find anything illegal to purchase or means of purchasing illegal things.

Darknet forums are basically the exact opposite, with a lot more chance of you messing up. Basically, much more OpSec is needed when it comes to darknet forums/use.

But since I've never used the deep web I can't say what differences there would be. Maybe using HF is safer because of our rules but maybe you are less safe because you might not have the same level of privacy.

This is fair. I just assume more skiddies are here because they don't know of, or don't know how to access anything on the deep/dark web. Or have a fear of doing so (for good reason, honestly)

No major difference besides illegal things such as stolen goods and all that. You'd be better off finding tutorials on clearnet sites as they are more accessible and attract people that are not total blackhat-assholes
