Need Help |Win10Home| Abort Shutdown and display message to user

So the premise:
Company uses a new timetracking software and people forget to log off before shuting down their Laptops.
Software keeps tracking time if not logged off properly as its multiplatform and serversided.(no tampering with software possible)

Whats needed:
When user clicks Shutdown in the windows-menu , shutdown needs to be delayed and a message is displayed asking if the user logged off properly with possible yes/no .On yes -> shutdown , on no -> abort shutdown.

Problem :
Shutdown scripts wont work as its win10 home and even with added gpedit the folder where the scripts are stored does not exist where it should be and cant be added to the structure as its somewher in sys32 and windows wont create folders needed.

Im out of ideas right now , spent hours googling and trying stuff.
Closest i got so far was removing the shutdown option from the menu and adding a .bat on desktop that has a Shutdown.exe in it with a notepad file that asks if the user logged off.

Just aborting the shutdown while the "timetracking.exe" is still a running process would be amazing but for now i am stuck .
Read a bunch about VB.net or C beeing able to intercept the shutdown but tbh , i suck at programming.

If anyone could help me out here , maybe just point me in a different direction would be amazing as i am totally stuck right now.
You can use the session event to detect if pc is shutting down. documentation here, https://docs.microsoft.com/en-us/dotnet/...mework-4.8
Please does it have password recovery features
I would suggest checking out this tutorial and setup a test machine to see if it will work correctly. Suppose to help you get gpedit working.

I would also say that if your company has any extra Windows 7 Pro keys that you try to upgrade Windows using the Windows 7 Pro key. If not, just grab some cheap Windows 10 Pro OEM keys from SCDKey.com

I have done that with our workstations at my company. This was prior to me realizing you could just upgrade with Windows 7 Pro keys.
