1070 TI low FPS on games

Hello , i had bought nvidia 1070 TI video card second hand used for 2 years in 3d modeling, i've started a few games and noticed that i have really low FPS . I have High Performance Plan on Windows . It reaches only 45% load on CSGO.

Here is my CPU and RAM :

CPU : Ryzen 7 1700x;

RAM : Kingstox 2666mhz

I've tried everything from plugging it out and plug it in to reinstalling drivers. Temperature of video card is around 39 °
CS:GO is more CPU intensive than GPU intensive, so literally the wrong game to be testing with.
Other than that, use DDU:

To clean up any older GPU drivers, and install the latest drivers from Nvidia.

Thanks for replaying.

I've tried with DDU , it doesn't work. i am getting around 140 FPS on High Graphics(Shaders LOW) . I've checked around the internet for same build and it reaches average of 190-200 FPS (with shaders on High). I've checked the CPU its not bottle necking my Video card or vice versa. I've tried older versions of the driver and its still the same.

Model of the video Card is Asus Rog Strix 1070 TI

Edit: I've fixed my issue , overclocked my RAM to 3200mhz.

I was going to mention since your CPU is ryzen it eats a lot of ram speed. I would recommend getting a higher ram speed if you really want to take full advantage of your parts.

You maybe solved your problem but your game should go fluid without overclocking.
