2 ports are filtered

I made a port scanner and these 2 ports are filtered.

the target is probably the gateway address of my isp.
What are those two ports.  Are they closed or open?
If they are filtered they can be either closed or open but there’s no way to know because your packet is dropped somewhere.

If a port is opened your assumed SYN scan receives a SYN-ACK in response. If a port is closed your assumed SYN receives an RST in response. If a port is filtered your assumed SYN receives nothing in response and can assume that if any other port resulted in open or closed that port can have access filtered.

I really thank for this information which is very precious to me.
What does it mean that it can have filtered access?

Perhaps some firewall or logical division of the network is in the way that restricts access to this for some reason.
