I have been working on ShellNet for a couple months on and off, ShellNet automates finding vulnerable web servers and exploits vulnerable servers to be your slaves. You can use all your slaves for a DDoS attack and much more. You own all the slaves. You can execute your own bash commands to all the slaves and so much more.
This program was my own idea and I have not seen any other program that does the same thing yet is free and open source.
I made this program from scratch and is based upon the ShellShock Bash exploit.
This is coded in vb.net.
KNOWN BUGS:
some non vulnerable websites show as vulnerable

Add custom page search
Add Nuke mode
Add custom search engine options
Fix Bugs
Fix all commander modules and code them
