I also ran into the same issue. It eventually worked for me just now.

The download is still incredibly slow, normally I top at 11mb/ps on Steam/Speedtest and at Epic I hit the 1mb/ps.

Epic has a notice stating they are throttling downloads due to high bandwidth usage.

Edit: I'm sitting at 7MB/s = 56Mbps.

I've always had issues with Epic client when downloading games, download speed was disturbingly low, like best I've ever had on it was 300 kbps. On other clients (Steam, Origin and add others) my download speed is completely fine.

Now, when trying to download GTA, with the throttling download thing, I have nearly 2MB/S, that is still low, but how the hell is it faster now?

I get a forbidden when I try to go to the site.

I'm sure it'll be fixed soon enough. Nice freebie.

This is awesome for modders on GTA like myself, I can just create multiple accounts and use one whenever I get banned off of another.

That was a nice move from Epic. GTA 5 is still a great and popular game that offer online content that will keep one occupied for days.
