If you're talking about on ios, your device needs too be jailbroken or it wont work, if your device is jailbroken you can download a tweak called "GPS Faker" on the bigboss repo and then set it too the country you would like and it should work, and then if you're on android you can download an app called "Fake GPS" off the playstore and spoof your phones gps location. Now when it comes too the ip your best bet would be too use some form of rotating usa 4G proxy (but im not sure whether that will work on phone devices) and then you have too also use a phone number from that location because if you don't you'll get shadow banned quickly.

It's hard to spoof your location on phone now, much easier on browser
