Should have explained better sorry!
They're the middlemen. They have access to the API of the source. Panels negotiate the best possible price for them while keeping the source happy with just enough orders so that they won't go to someone else. Chicken-and-egg problem here if you're looking to start a panel yourself.
So, panels aggregate these sources, each with their own API and payment requirements. Then a panel will expose a single API (or UI) for all of its customers where customers will have access to multiple sources from one Panel API and have a selection of multiple payment options.
Once the order on a panel is placed, their back-end will call the API of the source and that's it. Payment settlement depends on the source.
Creating back-end for a panel is not complicated at all. The big questions are whether you'll be able to manage hundreds of sources (handling complaints and adding/removing information for each source when needed), reaching your own customers, establishing multiple payment options (not trivial at all, accepting cards might prove to be an extreme pain in the ass) and providing support.
