How to monitor what files win10 program is accessing? (newbe app debug)

Hi all, I need help figuring out what is causing one of my win10 apps to freeze half way though start up. This app worked on my win10 yesterday, today I had to do a clean install of the win10 and now I can not get it to open. I am pretty sure its missing some files like "Microsoft visual c++ redistributable" even though I have it installed.

Is there any way to monitor what files/directories a win10 program is opening so that I can figure out what my new clean win10 install is missing so that I can get this app to open?

Keep in mind I'm kinda of a newbee so simplest approach would be appreciated.

PS this apps logs (logs in the apps directory) don't tell me anything important, I've looked. Is there perhaps another way to check logs to see what is holding the app from fully loading?
