Is this a service that people offer? Was curious as to what kind of market there is around this.

This doesn't really seem to be a service people offer and there isn't really a way to offer it. One thing you can do though is attempt using a drop catching service or back ordering a domain.

Dropcatching is the attempt of sniping (being the first) a domain upon expiry of the previous owner. Some people simply forget to renew or miss their payments, while there is still some holding periods for when these mishaps to happen to the owner of the domain there is official services you can use to attempt getting them. This will likely be your best bet.

Most of these services charge nothing until you have actually successfully captured a name. From there you pay their fee and then also pay the costs associated with the domain. So it's a great advantage having this running on good numerous domain names that have the opportunity of expiring. For when it's a high value one that expires and gets catched, the services will list it to auction for everyone to bid on. That again is one of your best opportunities for getting a discounted name.

Besides backordering for domain registrations use namecheap.com or sites like that. Godaddy often raises the price of domains when you look to register them as their available. Scummy company.
