Is there a way to crack this Encryption. Hashcat would not break this. Anything else that can be tried?

Read about it...It seems the US Government uses it in secret files. So, I don't think there's a way to get around this unless you are a top-notch expert. Sorry, Just found the correct to link to read about it...else I would not have posted this.
