when im clicking start its failed to make it why?

Don't bother.
BitRAT's TOR stub was built for v2. We are now on v3 .onion.

The project is stale and not working as well as it once was. Consider a different product or stick solely to the SSL build on your VPS.

so only with vpn/vpn?
