I have been freelancing as a Python Developer for almost 3 years. For the past year i am working as a data engineer as i have completed my first year i am looking to scale up and looking for better opportunities.

If you're really looking to get 35$ an hour your best bet would be to search for a job somewhere else. Even on upwork people would work and do a decent job for a lot less. In most countries $35 an hour isn't entry level pay, sometimes not even mid level pay.
In fact maybe it would be better to find a full time job and actually sign a contract to be able to get this much.
