The guy delete all our message history and doesnt reply anymore. I made prepayment of 250$.
Also I paid him 300$ (proxy scrapper) for the soft that isnt related with this contract just after this he deleted all our TG messaging history.

But why would you do a $500 deal with a new member with no ratings at all?

I am new here and previously had experience with a decent software developer. Didnt know about middle man option

All you had to do was go into Convo and ask, heck a thread or question in Site News, someone would have pointed you in the right direction. Only a very small percentage of HF community are scammers. And they usually target new and naive members. Sorry you got scammed though. Pretty sure they won't respond and I'll be closing their account. But for $20 upgrade they seemingly scammed you $500 so I really doubt they'll give a shit.
Can I ask honestly did you have any pause at all about sending someone $500? I just don't understand how $500 gets sent to a stranger on the internet with a forum account without maybe at least some understanding of how things work and safeguards.

This is a very weak response.
If you want to keep your account and avoid tarnishing your reputation before it has even been built I'd suggest at the least providing some supporting evidence that the scraper was delivered. Something other than "read TOS", otherwise I'm not sure how you expect anyone to side with you.
Within your dispute it says you deleted all your messages/message history between the disputant as well, care to address that?

So it's good that you admitted that we had proxy scrapper deal, because I did have any proof before (didnt have contract and you deleted message history). Also what about IG scrapper that we had contract about? Was it also delivered too?
