you are probably rebuilding a mirai/qbot. so to scan you have to use zmap. then you get a list. you brute that list and upload via loader. or you can write a small script that automates the process.
also to avoid detection you should use 2/4 different vps from different providers. 1 for the cnc, 1 for listner, 1 scanning, 1 backup.
