What do you mean by local ip#?
Your Internal IP# or Modem #?
Are you trying to run the client within the network or across the internet?

Firstly, make sure your ports are opened for your specific device on your network. You can configure this within your router's settings. Some routers may block the traffic coming from the client for security reasons (blocking inbound traffic), so keep that in mind. Also, don't configure your DNS to redirect traffic to your local IP. That doesn't make any sense. You need to redirect the DNS to your global IP.

Dontcha hate when people come asking for help and provide like literally ZERO information to work with?
Honestly reason I am replying to OP is to demonstrate the information required to get a proper answer from the community.

Take the hint about offsite communication then. Its for your own protection.
i have a few answers and a few questions
- im using a dns by noip.com and ive routed it to my public ip adress
- how can i mask my ip if its routed to my own ip adress?
- i used the standard port (4782) and ive looked ip up on 2ip.ru and it has been opened by my firewall settings on my pc ( i havent touched my router setting because first time i couldnt get in and quasar had a option with automatic port forwarding so i just thought that was good enough)
also, thanks guys for just being friendly and not laughing at me for being a noobie

noip.com does not allow that activity, they will ban you once they see that kind of protocol going on.
Mask your IP# using a port forwarding VPN service.
Router port forwarding needs to be set to point to your internal network IP#

Good and Free do not combine well together.
You need something like https://hackforums.net/showthread.php?tid=6237219
VPN provider needs to have a no log and port forwarding option to ensure that connectivity is setup correctly and by using this configuration your IP# is masked and you dont have to touch your router.
