imei blacklisted

I have a galaxy s21 5g that was left in the lost and found bin at my job for over a year. It had frp lock, but I managed to remove the google account that was attached. When I put an att SIM in the phone after I bypassed frp lock it worked just fine for a couple days. Was able to sign into google acct and use a prepaid SIM, but now its saying the imei is blacklisted. is there any way to get the phone off at&t blacklist? rewrite/replace imei? all the sites that claim to unlock imei for a fee seem very scammy to me.
If a phone's IMEI has been blacklisted by a carrier or regulatory agency, it means that the phone has been reported as lost, stolen, or involved in some illegal activity. Once an IMEI is blacklisted, it cannot be used on the carrier's network, and attempting to do so may result in legal consequences.

In some cases, a phone's IMEI may have been mistakenly blacklisted or the phone may have been reported as lost or stolen in error. If this is the case, you may be able to get the phone's IMEI unblacklisted by contacting the carrier that blacklisted it and providing evidence that the phone is yours and that it was not involved in any illegal activity.

However, if the phone was blacklisted for legitimate reasons, such as theft or fraud, it is unlikely that the carrier or regulatory agency will unblacklist the IMEI. In such cases, your best option may be to purchase a new phone or look for a used phone with a clean IMEI.

Never heard of such blocking imei's? unless it belongs to a phone network provider which provides the service for the phone.
