For sim swapping, you'll need to obtain someone's personal information, exploit their cellular service provider, and trick them into activating a new SIM card associated with your control and without them knowing.

Simming in 2024 is basically dead unless you're planning some ransomware attack

But simming via calling the provider hasn't been a thing since the early 2020s. Since then people have mostly just either ratted employees or in some cases just straight up bribed them.
