Does anyone know of a way to get a free virtual machine without downloading anything?

Have you checked out the giveaway section? Or check out the seller's section and see if they have any vouch copies or trials to be given out. Check the Help Docs to ensure you aren't breaking any rules.

Not sure what you mean by free, VirtualBox is free? Or do you mean an RDP?

VirutalBox is free.
VMware is paid.
OS images that you need are also free.

If by "free virtual machine" you mean a VPS(Virtual Private Server) then i dont think you would find any.

VirtualBox is the most popular. But og course you need to dowload it. i think every serious VM requires dowloading.
