I am wanting to build a list of tools that are actively being used to gather information on individuals such as Maltego or Spokeo with spending $$$

I am not interested in recon tools for organizations or IPs at this time

They're called OSINT tools. A simple search will yield plenty of results. Or see here: https://osintframework.com/.
