They appear under the forum name as a featured thread.

A banner is an advertisement for your thread, varies in size, it's viewable by all members that are not upgraded.

In my experience a feature is the worst thing to invest in, and a sticky is worth the most.

I bet a feature anchored on the landing page for the site is worth more than what I paid for though.
