you can steal the session files on the target pc if he's using telegram app on his pc , you just need to send him a malware the source code of it is free and available on the internet

Yes, Telegram Web has cookies called "dc(x)_auth" and "user_auth." Finding those cookies on a computer is what I would consider a "moonshot."

I have already done this before just by copy the tdata before and running it on multiple telegram sessions. But this was way back 2020, I don't know if it still works today since Telegram is become strict, they are even asking for an email address. Lol.
