So something I just noticed, and It's really small but has my curiosity.

The warning level shown for members in posts, seems to change positions or vanish for other members seemingly at random.

Here are two posts I screenshotted where my warning level stays in the same order as the other stats, but the other members' stats change position or vanish.

Im just wondering if it's intentional and what the reason is?

I think it just shows your warning level to yourself, but when others don't have a warning you cannot see unless they do.

Yes, what the others have stated is correct. You see your own warning level at all times.

Agree, iam still leet so i see my lvl but i cant see others so may be only u see if they have warned

Because you should always see it for your profile. I think it makes perfect sense.

Yeah, seems to be you can see your own even if at 0, but you can only see another member's if they have over 0.

Like others said, you can't view other users warnings on their profile unless they have a current active warning. Yours however you can view at any time even at 0%.

However, you can also view Warnings history for any member including yourself. Simply enter the following URL, and edit the UID at the end to the desired users UID (or your own) to view the entire warning history of said user.

I can look at the code logic if you really need an explanation. It's basic MyBB, I don't believe we have any plugins interfering with it, none I am aware of.

Admin/Staff see the Warning Level for all members even at 0%.

This and I'm almost positive that back in the day I remember Emylbus' old HFES script had a feature that showed Warning Levels on posts and member profiles. I believe the HFX script had this feature as well. I stopped using scripts on HF a while back though.
