I have around $215 in my Amazon.com account and i don't live in USA and i don't wanna buy anything from there because shipping and import fees costs more than the product itself.

Amazon doesn't let you buy giftcard of any kind from giftcard balance now so buying apple or sephora cards is not the way, i have this balance since 6 months and it's legit in all ways. I want to know how can i cash it out for btc or paypal like if i could buy some stuff for something at 70-75% of the actual price?

You could find products on Amazon.com that you could dropship on another platform. I normally wouldn't recommend dropshipping, but in your case, you could try it.
