Only law enforcement and insurance agencies can lookup name by VIN.

As mentioned there's few licensed agencies / individuals that can get a person's name from a VIN and they probably have to go through some protocol. You'd have to find someone pretty crooked and likely willing to risk a pretty cushiony job to get that information.

i tried to search the web for how to do it a while back for my personal use but i didnt find anything which can help a lot i suggest you look at all legal things you can get from vim, it can help sometimes like in this situation: you have friend named x who drives a car y mayne using vim you can find car type and confirm that he really drives car y or smth like that. but as the people here already mentioned only law inforcment and selected people can do that

Doubt you have vin owner info unless you're abusing access as LE or lying. So you're either scamming or will be fired and prosecuted for abusing those systems. Most likely a scammer though.

cant be a scammer if mm / escrow will be used and info will be confirmed before payment release :P
