This is a toll free directory assistance line they will forward your call to your desired recipient.
Ignore the first part of the dialogue this is from their sponsor who is paying for the call.
The dialogue will be as follows
"Welcome to direct-tv get entertainment your whole family will love switch today press the star key to connect to direct-tv"
Ignore this and it will then ask
What City and State?
Follow the voice prompts to identify the number you're trying to call and then wait until she offers to connect the call if you press 1 then it'll ring the number you've selected for free.

Obviously use a vpn to sign up for skype if you value your privacy and what not.
