Bypassing DPI firewall

I'm currently using Trojan-Go with OpenVPN over TCP for my personal VPN setup, and it's working great with low ping. The setup has been solid, but I’m running into a problem with IP rotation and location.

I’m hosting it on a Linode server in Atlanta, but the issue is that I have to re-delete and remake the Linode instance every time I need a new IP, which is becoming a hassle. The ping is under 17ms, which is perfect for my use case, but I need a more reliable way to rotate IPs without having to go through this process every time.

My school blocks most VPN traffic, so I need a low-latency server (preferably under 17ms ping) in Atlanta or nearby areas like Birmingham, Huntsville, or Macon. I’m looking for a cost-effective solution (under $10/month) that allows me to rotate IPs easily.

Any recommendations for VPS providers or services that can get me a server in or near Atlanta, with low latency and IP rotation?

Thanks!

Also I am bypassing a school firewall, so I can't use a normal VPN. The literal only VPN that works is trojan-go because my school is performing SSL mitm interception with a CA certificate installed on all devices. Basically I just need a reverse proxy that can handle all traffic located in Atlanta on ports of my choosing. I know that cloudflare tunnel is perfect for this but with trojan-go I get an invalid protocol error.
