You can use file.io , mediafire.com , mega.nz , or plenty of others. This allows you to link, but not always 100% direct for a permanent link like you say.
You can also just signup for github.com free account, upload files and then get a direct link to the raw file like you want.

Mediafire works, but you need to click on the download link and then find the endpoint. GitHub does not allow use as a CDN in their TOS. I think that there's an anonfiles[WARNING POSSIBLY INFECTED] successor that you could try.
