Depends on the DDoS prevention. Also, LOIC is not technically a DDoS tool.

People sell access to "C2's" basically PuTTy booters, but a huge portion of the community surrounding DDoSing is filled with egotistical teenagers trying to flex that have no problem scamming you.

I can point you in the right direction if you send me a budget of what you're looking to spend.
