I have used JuicySMS before, and it's good for receiving verification codes for online services, but that can only receive text. Is there a service where I can basically purchase a temporary anonymous phone number that lets me both receive and send text and make phone calls?

Google Voice works well in a lot of circumstances. It's also free.
