Chrome Safe Browsing relies on reputation. It should be nothing to bypass. Bypassing SmartScreen is done by using an exploit that avoids MotW. I know some methods for this and adding exclusions to WD.

After all, you have to monitor the cleanliness of three indicators: for WD, Chrome, and SmartScreen?

The hardest thing would be SmartScreen without EV cert and no file reputation. Chrome shouldn't make a peep over an unknown file. All that's really needed here is a crypter or WD exclusion and a MotW exploit.
